Home and Vehicle Modification Programup to $15,000 for home accessibility.

The HVMP, funded by the Ontario government and administered by March of Dimes Canada, provides up to $15,000 lifetime for home modifications that enable Ontarians with substantial mobility disabilities to live safely and independently.

HVMP requires an Occupational Therapist assessment, specific documentation, and written approval before any work begins. Understanding the three eligibility requirements and the application sequence is what separates approved claims from rejected ones.

The three eligibility requirements

All three must be met. Missing any one disqualifies the application.

Ontario residency

You must be a permanent Ontario resident. Temporary residents, visitors, tourists, students on study permits, and foreign workers on work permits are not eligible — regardless of how long they have been in the country.

Qualifying disability

You must have a permanent, ongoing, or recurring disability that is expected to last one year or longer. The disability must impede mobility AND substantially restrict one or more activities of daily living: eating, bathing, toileting, transferring, and mobility. Temporary injuries do not qualify.

Financial need

Your after-tax household income must meet program limits based on household size. Applicants with gross income above approximately $35,000 may be required to contribute on a sliding scale. ODSP recipients and low-income households typically receive 100% funding.

Funding covers design fees, permits, materials, labour, installation, and training on use. Cosmetic upgrades and non-accessibility items are excluded.

Process

Step-by-step: applying for HVMP

Connect with an Occupational Therapist

An OT assessment is mandatory. Ask your family doctor for a referral, or contact Ontario Health at Home at 310-2222 (no area code required) for publicly funded OT services. You can also find a private OT through otontario.ca.

OT assessment and letter

The OT visits the home, assesses how your disability affects daily activities, and recommends specific modifications. They complete a formal assessment letter that documents each recommended adaptation and explains why it is medically necessary.

Complete the Modification Proposal Form

The HVMP Modification Proposal Form requires: OT letter, Verification of Disability Form, construction quotes, design schematics if structural work is involved. Homeowners must provide a Notice of Assessment for each property owner listed on the tax bill.

Submit to March of Dimes

Wait for approval

Typical review time is 8 to 16 weeks. March of Dimes may request additional documentation. Do NOT begin any work until you have received formal written approval — any pre-approval work is ineligible for reimbursement.

Work begins and is completed

Once approved, the renovation proceeds. March of Dimes pays the vendor directly upon completion — you do not need to front the funds. Still at Home handles billing directly with March of Dimes as part of our managed service.

Important rules to know
  • !One-time home funding. Home modification funding is a lifetime maximum with very limited exceptions for substantial changes in disability.
  • !No overlap with other funding. HVMP cannot pay for items already covered by ADP, WSIB, or Veterans Affairs — but HVMP and Ontario Renovates can cover different parts of the same overall project.
  • !Moving to less accessible housing. If you move to a home that is less accessible than needed without an approved reason, you may lose eligibility for future funding.
  • !Home purchases excluded. HVMP does not fund buying a home. It only funds modifying an existing residence.

How much does HVMP provide for home modifications?+
The Home and Vehicle Modification Program provides up to $15,000 lifetime maximum for home modifications per eligible individual. Vehicle modifications are also available at up to $15,000 every 10 years as a separate allocation. These funds are paid directly to the contractor after approval — not to you.
Who qualifies for HVMP?+
To qualify, you must be a permanent Ontario resident (not a temporary visitor, student, or foreign worker), have a permanent ongoing or recurring disability that impedes mobility and substantially restricts activities of daily living, and be in financial need based on after-tax household income limits. Temporary disabilities do not qualify — the condition must be expected to last a year or longer.
Do I need an Occupational Therapist assessment?+
Yes. All HVMP applications require an OT assessment that documents the disability, its impact on daily living activities, and the specific modifications recommended. The OT must be regulated by the College of Occupational Therapists of Ontario. What home modifications does HVMP cover?+
HVMP covers basic, essential modifications tied directly to the applicant's disability and current mobility restrictions. Eligible items include modular ramps, vertical platform lifts, stair lifts, ceiling track lifts, floor patient lifts, zero-threshold showers, door widening, waterproof shower panels, grab bars, handheld shower on slide bar, anti-slip flooring, wheelchair-accessible sinks, and accessible toilets. What are the income limits?+
HVMP uses after-tax net income limits based on household size. Applicants with gross income over approximately $35,000 may be required to contribute to the cost on a sliding scale. Those receiving ODSP or in low-income households typically receive full funding. Exact current limits are set by March of Dimes Canada — we verify your eligibility during your free assessment.
Can HVMP be combined with other programs?+
HVMP cannot fund the same specific item that is already covered by another program. For example, if ADP covers a stair lift, HVMP will not pay for that same stair lift. However, HVMP and Ontario Renovates can be used on different parts of the same overall project. The HATC federal tax credit can still be claimed on any eligible expenses you pay out of pocket.
How long does the HVMP application process take?+
Typical processing time is 8 to 16 weeks from complete application submission to approval. The timeline depends on application volume, completeness of the OT assessment, and the complexity of the modifications requested. Work cannot begin until formal approval is received — any work done beforehand is ineligible.
